You are a Philadelphia police officer with a TAK tablet on your vest. Night in North Philadelphia. You step out of the van on Frankford Avenue at the Kensington pickup point, the El running overhead along the east curb and Center City glowing to the south. Harrowgate is to the north. Head north up the Avenue, then west on Larch Street into Olney: a man who calls himself the Chemist is holding five people in a brick twin rowhouse and has started his chemical cycle. Get in the front door, work through the parlor, dining room and kitchen, go up to the bedrooms and down to the basement, free everyone, and walk them back to the van.

On Frankford Avenue, people the city forgot will shuffle up asking for change. You can't hurt them: give a coin (hold E) or get crowded and slowed down. Some have overdosed and are not breathing: give them Narcan before the clock runs out. Both are optional and worth points.
Optional: secure the fake IDs, the gun cache and the drug-lab burners as evidence, and take down the Chemist to stop the cycle.
